What the city actually requires.

Under Newport Beach Municipal Code Chapter 15.09, a permit is required for most residential pool and spa work — but small prefabricated equipment swaps under 5,000 gallons installed entirely above ground are typically exempt. We handle that determination before quoting, so a straightforward pump or heater replacement doesn't get held up by paperwork it doesn't need, and larger jobs get scoped for the permit they do.
